bullet Successfully closed more than $15 million in Arizona State Land transactions.

bullet Directed and executed the master planning and securing of development approvals for more than 25,000 acres of land in Arizona. Projects include Red River, a 10,000-acre community; a 700-acre resort/residential Arizona State land property now known as Estancia; industrial parks, regional and neighborhood shopping centers, office parcels and residential projects.

bullet While employed by the Del Webb Corporation, directed the forward planning and entitlements for the 5,855-acre master planned community, Anthem, voted the Best Master Planned Community in America in 2001.

bullet Experienced in all aspects of Arizona State Trust Land acquisitions i.e. purchase, lease, rights-of- way, easements and Special Land Use Permits.

bullet Extensive work history in project management and implementation, land use planning, zoning, land acquisition analysis, governmental and media relations, trouble-shooting development challenges and neighborhood outreach programs.

Work History:

Arizona Land Planning & Development, LLC and State Land Properties, Inc.- Phoenix, AZ. As the owner of both companies, providing the following services to clients: manage development projects, secure entitlements i.e. general plan amendments, rezonings and use permits; review ordinances and design guidelines; due diligence; governmental processing at the municipal, state and federal levels; neighborhood outreach and purchasing or leasing State Trust Land. 

Del Webb Corporation-Phoenix, AZ. Director of Land Planning, primarily responsible for the planning and securing of development approvals for Anthem, a 5,855-acre multi-generational community in northern metropolitan Phoenix. Served on the executive management team responsible for constructing and marketing the first phases of Anthem which included an elementary school, 63-acre park, community center, office building, golf course and clubhouse. More than 1400 homes were sold in the first year. Other responsibilities included acquiring State Trust Land at auction; directing the purchase, repair and resale of more than 40 homes damaged from soil settlement; due diligence for new acquisitions; monitoring general plans and other regulatory processes; market research; lobbying for and obtaining revisions to ordinances; archaeological compliance; processing zoning cases and participating in the creation of smart growth regulations. (1993 to 2000)

Laraway & Associates, Inc. - Scottsdale, AZ. As the company's owner, provided the following services to the private and public sectors: obtained approval for various kinds of development including more than 40 telecommunications facilities, state and federal property acquisition, project management, lobbying, neighborhood and governmental relations. (1986 to 1993)

Arizona State Land Department
- Phoenix, AZ. Director of the Urban Planning Division, responsible for supervising several project planners. Entitled 13 projects in excess of 13,000 acres, including shopping centers, master-planned communities and industrial parks. Managed contracts with developers and consultants for planning, engineering and marketing services. Participated in the formulation of numerous general plans and ordinance revisions throughout the state. Created a marketing plan to increase public awareness of the Land Department's properties available at auction. (1983 to 1986)

Arizona Governor's Office of Economic Planning and Development
- Phoenix, AZ. Assisted communities and developers throughout the state in obtaining development financing for businesses and development projects. Advised rural communities on general plans and zoning ordinances. (1982 to 1983)

Bachelor of Landscape Architecture, Michigan State University. Major emphasis: land planning, design, civil engineering and construction.
